Looked/was looking

"I saw him two weeks ago. I waited for him half an hour in a restaurant. When he finally arrived he looked/was looking very embarrassed."

What is more natural - 'looked' or 'was looking'?

Both are OK. I'm guessing that most writers would prefer 'was looking' in that context.
