looked at vs seen

Do you find this sentence pretty in terms of grammar?

I doubt the way he is dressed would be looked at/seen as nice on the other side of the Atlantic. His style is horrible.

Both terms are OK, although I prefer 'seen'. I don't find these sentences pretty. They are just ordinary.
