Look vs See

Look is intransitive, see is transitive. They can become similar in meaning, however, if the object of "to see" is omitted. There is no significant difference between "look here" and "see here".

You could argue that "to look at" is a transitive phrasal verb, but "at" is a preposition, so strictly speaking the verb is "to look", not "to look at". The "at something" then becomes an adverb which modifies "to look".

Probably not. You can only "look TO" something that is far away, like "look to the stars". But you could say "...look INTO the DEPTHS of your eyes...", or maybe something like:
