look verb, transitive or intransitive? new concept english 3.11

'Have you anything to declare?' he asked, looking me in the eye.

I think 'look' is a intransitive verb, so why it stand here without a preposition 'at'?

It is an idiomatic omission of 'at'. To 'look someone in the eye' is a fixed expression.
