Do they convey the same meaning?

1) When I looked up at the sky,
2) When I looked at the sky,
3) When I looked up into the sky,

I saw what looked like a UFO.

Yes, but I much prefer 3).

I think of looking at a photo or looking at a picture or looking at a painting, but those are all devoid of motion. We don't "look at a movie", for example, because it shows actions. A UFO would be moving (F = flying) so I probably would not use "at".
