Look up or look at

Hi,

It is dark at night, the action we did when we count how many stars, we say we look up in the sky or look to the sky?

any difference?

Neither of those sounds right to me. I'd use 'we looked up at the sky and counted the stars' or 'we gazed at the sky and counted the stars'.
