Look to

Here are a couple of senses of the phrase look to that are fairly new to me, and smack of being idoms, not yet fully naturalized. What is their status anyway?

Unrest in Bahrain looks to intensify in the coming weeks.
John is looking to land a contract to erect a bridge.

The first one is from Yahoo News, if that proves anything. The second one is one that I hear all the time and see occasionally on line.

I look to see advertisements shorter, printed with less display, and more numerous.

How do you explain their absence from Dictionary.com, especially in the sense of, "The unrest looks to intensify."?
