Look over/look at

"I saw this really cute guy getting out of his car, which was parked on the street downtown where I live. When he happened to look over at me, I smiled at him as sexily as I could, and he smiled back. "

What does "look over at" mean here? And is there any difference between "look over at" and "look at"?
