look over

She looked over at me.
She looked at me.
What is the difference? I don't think look over is a phrasal verb, at least my dictionary doesn't list it as one. What do you call it?
Thanks.

Hi N2G

To me, 'She looked over at me' suggests that she diverted her gaze from somewhere else (and possibly also turned her head) in order to look at you.
