look for the correct expression

I'm not sure about an expression in my mind. So hopfully someone can help.

I come up with a context as follows:

The change of the company name shall be submitted to the local administration for record/on record/for file.

I feel that "for record" and "for file" are both correct but not "on record". Maybe "for putting on record" corrects the error.

registration, not exactly, I'm afraid.

To set up a business, you will have to have it registered. But a subsequent minor alteration does not have to be "registered", I mean it seems not to call for such a formal word/formality.
