has been widened = at the moment when it is finished being wider and remain being wider

The reason why one needs present perfect is the same why one needs present with future. One does not say:

When I will be done, it will be ready.

One says:

When I am done, it will be ready.

That is why one does not say:

When I will have done it, it will be ready.

but:

When I have done it, it will be ready.
