The author in a book about concentration writes:

It is important to concentrate your thoughts in the proper channels. It is very necessary that people should have confidence in you. When two people meet they have not the time to look each other up. They accept each other according to instinct which can usually be relied on.

What is the meaning of "look each other up" here? Maybe "to carefully observe each other"?

Usually, when people 'look someone up', they're searching for their contact information and trying to figure out what sort of a person the other is. They're trying to figure out if they share interests or ideals and how the other acts. It's not really observing- it's something that's done by searching someone's name in the phone book or on the internet or in a newspaper, or by asking other people.
