what does "Look at you" mean when you meet somebody?
Could you explain it/ transform it more simply?

"Look at you!" is usually a way of remarking on some aspect of another person's appearance (or sometimes attitude/behaviour). It can be appreciative (e.g. if someone is nicely dressed) or critical (e.g. someone looks a mess). The tone of voice will help to convey the speaker's intent.

I think also that the stress can be indicative of the speaker's attitude:

"Look at you!" tends to be appreciative
"Look at you!" tends to be critical

This may not be foolproof though.
