Look at the sing up there -> Look up there

Hi everybody,

Here's a situation: Two people are standing under a sign (maybe for a schedule for buses) and one of them doesn't seem to know which bus he should buy a ticket for and the other person is trying to tell him that there's a bus schedule. If the person says, "Look up there", pointing toward a sign, does that means "Look at the sing up there" ?
