Long term recovery difficult?

Hi! everyone. I was reading an essay on the topic " South Asia" and the question that my mind raised is related to the coloured lines that is if Afghanistan is maintaining 9% growth per year since 2003 with the help of earnings through drugs then how would it make the long term recovery difficult?(Now my question-) By saying that, does the writer mean that this way of earning is not guaranteed to be last longing or permanent and other factors could largely affect this source of increase in economy(i:e Drug economy.) or rather it is subject to the other countries' border policy or security I mean if the other countries toughened their border security and checking , this source of Afghanistan's income will die out ,thus, making the long term recovery difficult. (Is my understanding correct?)
Or does the writer mean the recovery process will take away the negative source of income(Drug economy) thus Afghanistan will find it difficult to find an alternate source of income which will also have to similarly make 1/3rd of the Afghanistan's income.?

international assistance. The country is in the reconstruction phase. However, the Afghan drug
economy makes her long term recovery difficult. In 2007, it produced 92% of the world’s opium
related drugs. Earnings from drugs constitute 1/3 rd of the Afghan GDP, and money from drugs is
also fueling the anti-state Taliban
