Is this OK:

We should all be alarmed that if N. Korea continues to instigate, war is no longer out of the question, chiefly under the current administration headed by President Trump.

instigate is a transitive verb, so the context needs to make clear what is being instigated.

Here is a better, less rambling version.

eg We should all be alarmed that if N. Korea continues to instigate trouble, war is no longer out of the question. This is especially true under the current administration headed by President Trump.
