Long sentence

Hi. I'm confused about the second half of the sentence below. That part of the sentence, especially after the verb, looks a bit cluttered to me. Is this sentence correct? If not, how could I make it easier on the eyes? By "with a firm line", I meant to say that the The USA and the Soviet Union were the focal points of this bipolar nature. But is this the right way to say it?

"After the withdrawal of Europe as a center of power from the stage of the world politics, this strategy conferred a bipolar nature with a firm line, to the regions around The USA and the Soviet Union for at least 20 years."

With regard to politics, I think I would say "bilateral structure" A "firm line" usually means a strict belief that is imposed. The USSR took a firm line on dissidents throughout the 1970s.
