Long earned

1) He has a long earned reputation as a political analyst.

Does this mean:
a) He earned it a long time ago
or
b) He spent a long time earning it

It seems to be a conflation of 'hard-earned' and 'long-held', and as such it is not obvious to me which of your two options the writer intends. If forced to choose I would say 'b'.
