Logic of the sentence.

Despite the cost, many companies are choosing to renovate rather than relocate.

I think this sentence has some logic issue to discuss. It sounds like moving to a new loaction is cheaper than renovating the office suite for the company. But, I really don't think so. How about you, all advisors? Correct me if I am wrong.
