Lock an agreement

Hello,

how do you understand the phrase : "to lock an agreement" ?

"The U.S. finally locked the agreement with Poland to place anti-missile defense systems in their borders."

Hi Successor I would interpret that to mean that a formal agreement between the two countries had been negotiated, then formally put into writing and signed by both countries.
