Locations of objects in a sentence

Hello everyone and have a good night.

There is a slightly long sentence.

- An American judge has made a decision based on the evidence that Hakan Atilla violated US sanctions for him to be arrested.

My concern is about the location of "for him to be arrested". Because, It can be easily understood that Hakan violated US sanctions for him to be arrested. But The meaning is not this.

"For him to be arrested" defines a reason why the judge has made a decision and doesn't work to the noun clause(that Hakan..), belongs to the main sentence.

But I am worried about the possibility that people can read the sentence as "that Hakan Atilla violated US sanctions for him to be arrested".

To correct this problem, I am thinking of putting "for him to be arrested" at the end of sentence but then It is becoming a reverse sentence and I don't want it. Anyway, What do you think about the sentence? It is good?
