locations of adverbs to modify " in order to~"

Please first look at the following question.

"Carmelo Industries urged its customers to purchase memberships _______ in order to take advantage of the terrific deals"
(A) usefully (B) early (C) enough (D) hardly

The correct answer is (B) early. I think (C) enough is more suitable there.

Is the reason (C)enough can't be an answer due to the location of "enough"?
