Location of 'stress'

Can we say there is a meaning difference, depending on location of stress like

I LOVE to meet you.

I love to MEET you.

I love to meet YOU.

I have learned that 'to' can be pronounced in two ways whether there is a stress or not and then can I say that there is a meaning difference. depending on whether 'to' is stressed or unstressed?

I cannot envision a situation in which 'to' might be stressed.
