is there a way to abbreviate "local network charge" in English. This phrase frequently occurs in phone services contexts and would be nice to find something shorter for it. Does 'LNC' mean anything to native or other English speakers?

Possibly to the BrE speakers. In AmE, we'd probably just call it a tax, if my reading of your context is correct.
