Local and express tickets

Hi. I wonder what "local ticket and express" ticket mean?
There's a timetable in my English book which shows some cities of railway stations and then for each it is written 2 different hours. one is local and the other is express. But I don't get it.

Do we use "express and local" for bus, flight, ship and other means of transportation too?

I cannot imagine it for ships or planes, but for buses we do.
