Both of the stated meanings are correct. 1. A lot of nonsense. 2. Deceptive words (or behaviour).

The most famous use of this term is where Scrooge exclaims 'Bah, humbug!' in Dickens's A Christmas Carol. The word is very old-fashioned now.
