I try to understand the phrase "Living quarters provided for public convenience." What does "living quarters" mean?

Your living quarters means your accommodation, ie the place where you live.
The word 'quarters' is used more for eg soldiers in the army.
It sounds a bit odd to to me to add 'for public convenience'. Is this a sign outside a hotel?
More common would be a sign that says simply accommodations.
