I very much dislike the term 'reduced relative clause'. It's a crucial property of relative clauses that they always contain an element that is anaphorically related to an antecedent.

But the underlined expression cannot possibly contain a relative phrase: we can't say *"people with bronchiectasis who living in Leeds and west Yorkshire region."

Like an integrated relative clause, it is a modifier in NP structure, but it's not some kind of reduced relative; rather, it's gerund-participial clause modifying "people with bronchiectasis."

Semantically, it is similar to the relative clause in "people with bronchiectasis who live in Leeds and west Yorkshire region.
