'live' vs 'living'

Could you tell me what the difference is between 1 and 2?

1. He is living in New York.
2. He lives in New York.

Also, can I replace 'living' with 'staying', and 'lives' with 'stays'?

No. "stay" is not a synonym of "live".

It's "staying" in a city, because it's regarded as temporary. It's not living there. We don't say "stay" in a city unless we do it on various occasions:
