Live up to its constitution

In this famous speech of 1963, Martin Luther King begins by telling us that America has not lived up to its constitution.

Does "lived up to its constitution" in the above sound right? If not, how should it be correctly reworded?" Thanks.
By the way, is it better to say in the above "begins with" or "begins by?"
