1. Could you tell me which one is right among (A)~(C) in the following sentence?

He lived in New York [ (A) over 2003 / (B) for a year in 2003 / (C) throughout 2003 ].

2. Does "He live in New York in 2003" imply that he lived there for a year? Or, just he lived there at some point of past time?
