Little doubt is as same as no doubt?

There is little doubt (that~)

Some people say that it means "it is sure". And I am confused here.

If it means "it is sure," then what about the expression "There is no doubt," which, I thought, means "it is sure."

So, could anyone explain what exactly "there is little doubt" means
