litter box with least odor

What is the correct way to write the phrase?

Buy a litter box that gives off the least odor.

A box emits no odor, so should I write:

Buy the cat litter that has the least odor.

How should I say this?
I'm trying to say buy a litter box that is closed and not open even one that has no little opening other than the door the cat to uses to go in and out so that it gives off the least odor.
