Lists and the use of the colon

When writing a list, for example, the objects and purposes of an organisation in point form is it correct to use a capital letter? For example;

The basis objects and purposes of x include the following:
1. To guide

or

1. to guide

(remembering that this list has 5 mutually exclusive points).
