Listening to the galaxy?

I was watching the BBC documentary: Space, and I've faced the expression mentioned in the subject in the following context:

Who can say that 1,000 years
from now, there will not be hundreds of new
branches of human civilisation filling worlds,
orbiting hundreds of stars
and listening to the galaxy?

What is meant by listening to the galaxy here?

It seems to me to mean 'communicating with others throughout our galaxy'-- whether the others are human or alien or both, I do not know.

It could simply mean observing the various radiations emitted by the stars etc, visible or not.
