LIst-like items without "and" at the end

Hi. Please help. I sometimes seem to see the likes of the underlined, multiple-item parts have the coordinate conjunction "and" at the end and other times I don't. Could you tell me why that is (if you knew why)?

1. Why this life better than the life of the scientists, the politicians, (and?) the educators?
2. He went there at seven o'clock, at eleven o'clock, (and?) at noon.
3. He was at home, teaching them Spanish, feeding them, (and?) calling their parents to assure they are in good hands.

Sometimes writers break the standard grammar rules because they do not understand good grtammar.

Sometimes writers break the rule because they want to draw the reader's attention in some way, eg perhaps to add emphasis. Only very good writers should attempt this.
