As you may have infered from the previous answer, in general, to pay lip service means to speak about an issue in support of it but not to put any action behind those words (or money, as in the case described above.) It implies at the most, a weak level of support not followed by action, and, at worse, some hypocricy in verbally seeming to support something but doing nothing about it.
