Linking words and articles

Hi, I have 2 question on the usage of linking words and the use of articles.

For example:
In addition, continuous training is important for employees because it increases their productivity. Thus/Therefore, it is essential for the company to assess the different needs of employes.

For example:
It causes the manufacturing sector to have a tight budget/tight budget. ( Budget is countable: an amount of $. Therefore, we have to add an article:A to it?)

Cheers,
