There is not a great difference between those two. "is looking" feels slightly more immediate.

but is it appropriate? "He is looking at the dog".I think it means an action, and 'he is looking more and more handsome." Isn't it an additional information about the subject? so we can't use present progressive in this sentence. is it right?
