Linking verb

Sir,


1. He is running.


2. The Prime Minister is sleeping.


are "runnig " and "sleeping" are subject complement. If so, then "running" and "sleeping" may be noun or adjective.

My doubt is that here "running" and "sleeping" in this sentence functioning as "verb" or as stated above.
