Hi.
A variety or a code, in linguistics, was defined as the specific form of a language which can be an accent, dialect, or even the standard language. Bilingualism was defined as the use of two varieties.
Does it mean that a country with regional accents, is a bilingual community? Do these definitions sound correct? Thank you in advance.

In normal parlance, "bilingualism" refers to the use of two different languages, not the use of two different varieties of the same language. Unless there's a special meaning in linguistics that I'm unaware of, I think it's a bit confusing to use the word in the way defined in your sentence.
