Line of action?

Hi! everyone.
Could you tell me what "settling a line of action" means here?
(It is opposing an Older person, who is foisting his ideas about young person' s of future profession on him without allowing him to have a say)-:It's far better(for an elderly person) to allow free play of ideas and thinking to the other person(the younger person) before finally settling a line of action with him.
