Limits wit commas and semicolons?

Are you allowed to use commas and semicolons freely within one sentence? I can't really describe the problem but her is the sentence in question:

The situation seemed oddly stiff, as if no one wanted to be at the meeting, for it began with the head of education ascribing his instructors for teaching children to be obedient to the country’s monarchs; all of this was in an effort to gain more fundraising for schools.
