What are equivalents of 'limitedly resourced'?

E.g His a limitedly resourced student who is compaigning for a noble cause.

It is a very awkward-seeming phrase which it seems to me you made up, PBF. We cannot so often premodify so creatively, and though you can perhaps turn 'resource' into a verb without risk, I don't think that 'limitedly' will be a recognized adverb any time soon. Yes I made up the phrase. Just wondering, 'with limited resources' doesn't necessarily mean money right?
