Hello! I would be grateful for your help.

What does limited business mean here?
"Western European arms manufacturers who are working on joint ventures in Poland can do limited business"
does it mean that the output is limited? Are they allowed to conclude only particular agreements or to deal with particular partners? Is the very trade limited?
