Likely to be Vs Likely

Complex human traits such as artistic talent or social skill are likely to be shaped by thousands, if not tens of thousands, of the 80,000 or so genes in the human genome.

Guys , Is there any difference between likely to be shaped and likely shaped? Please clarify

Do you imply to be is redundant?I think "to be" means this sentence is referring to something in the future.On the other hand "JUST USEING SHAPED" talks about something that has been happening and continues to happen. Am I wrong?

I did not imply that; I merely said that they meant the same. The shaping of traits is obviously not limited to a future event; it is just a timeless potentiality that is being expressed by the infinitive form. Similarly, 'shaped' does not refer merely to past and present events, but to any time; it is a timeless present (and of course in passive voice): 'are shaped'.
