His request will likely need the approval of others within the United Nations and perhaps the U.N. Security Council.
Are both likely to need and likely need correct in this sentence?

What's the difference between two in meaning?

Only likely need works here, because you need the verb ' be ' with the other form: His request will likely need the approval of others His request will be likely to need the approval of others The second still sounds a little odd to me here, though-- maybe it is just not efficient.
