Light hairs on a baby's arms, etc

Hi

What do we call the very light hair(s) on our forehead or a baby’s arms, etc? Down? And that thingummy that appears on our shirts, sweaters is called fluff, I think?

Please let me know if there are better words.

Are these natural?

After the first wash, her expensive shirt was covered in fluff.
Sitting behind her son, she could see his nape was full of down.

Am I to understand that these sentences are completely natural?

After the first wash, her expensive shirt was covered in fluff.
Sitting behind her son, she could see his nape covered in down.

The second isn't. I'm not sure what I would say there, but it's not that.
