Light flickering?

For example, there's an email alert function that tells you email arrival with light. And the light is flashing/flickering. What do you say it in a noun phrase?
I checked light flash and flash light on Google, but I couldn't find any good result. I don't mean that I want to know the name of app function: the noun phrase meaning light is on and off repeatedly.

Ahh..I'm sorry for my bad explanation. Yes, if light is LED and alert works with it, it would be LED flash alert.
When light isn't especially LED, and for example, you can sometimes see a graphic effect on a gif image like this:

Do you say light flashing or light blinking? I just wonder if both are possible.

If you are talking about the light itself, it would be a blinking light or a flashing light. If you are talking about what the light is doing, you would say the light is blinking or the light is flashing.

Although I would be more likely to describe a small notification light as blinking, and a light like those on emergency vehicles as flashing, I wouldn't consider it wrong to use them the other way round.

AlpheccaStarsA flashing light is very bright to excite us or warn us of an emergency or problem. A blinking light is not as bright - it is used for an indicator or decoration.
Oh really, I didn't know that. Thank you always!
