Does "light concrete blocks built on a foundation" mean "there is a central cube of material that small and not-heavy concrete blocks cover it like a clothing"?

I don't think so. We normally think of a foundation as being a little below ground level. I imagine he poured a concrete slab and piled his light blocks on that.
